To the great majority of Maltese workers (71 per cent) trade union membership tends to be seen as a means to an end. This instrumental or utilitarian value dominates over the solidaristic principles which have often been acclaimed to be the core values of the trade union movement. Shortcomings of Trade Unions: Trade union movement in our country suffers from the following weaknesses: 1. Uneven Growth: Trade unions are concentrated in large scale industry sector and in big industrial centers.
